The Municipal Development Council (MDC) of the Municipality of Sara convened on April 8, 2026 for its 1st Council Meeting for 2026 composed of its expanded membership which include Punong Barangays, civil society partners, and municipal department heads, NGA representatives and members of the Legislative Branch to ensure broad participation in local planning and decision making.

The Council observed standard MDC procedures throughout the session, allowing members to raise clarifications, manifest positions, and vote on motions in an orderly and transparent manner.

Four agenda items were tackled. Two of which – the changes to the CY 2025 and CY 2026 20% Development Fund – were presented and unanimously approved by the Body. These adjustments reflect the municipality’s continuing efforts to align development investments with emerging needs and priority programs.

The MDC also reconstituted the Local Project Monitoring Committee (LPMC), confirming nine members who will oversee the monitoring of municipal projects and ensure timely reporting and accountability.

A major item discussed was the proposed Construction of the Sara Public Market in Barangay Padios. Prior to the MDC meeting, a Public Hearing on the proposed construction of the Public Market was conducted on April 6th where stakeholders raised their concerns about the project including land use conversion and other compliances. In recognition of the issues raised during the public hearing, a motion to endorse the project to the Sangguniang Bayan for appropriation, subject to the completion of land use conversion was proposed. With an objection by SB Patricia Basinang noted, the Council proceeded to a division of the house.

Of the 87 eligible voters, the results were as follows:

• 56 in favor
• 7 not in favor
• 12 abstained
•. 12 not in the venue during voting

With the majority voting in favor, the MDC approved the endorsement of the proposed public market project to the Sangguniang Bayan for appropriation of funds, subject to compliance with land use conversion requirements.

The outcomes of the meeting reflect the MDC’s commitment to participatory governance, transparent decision making, and the continued advancement of Sara’s development priorities.
